Affordable Housing Programs

Bridges Affordable Rental Programs provide housing with below-market rents to people with lot and moderate incomes.

The Bridges Alliance Program provides affordable rentals for households that earn low to moderate incomes. Bridges owns or operates 57 affordable rental properties in Howard County. This program served 146 individuals, including 66 children, in FY26.

The Help End Homelessness Howard County Program was donated to Bridges to Housing Stability by the founders, members of Kittamaqundi Community Church and several other churches. The program rents Bridges-owned homes to individuals earning very low income, generally below 30% of the Howard County Median Income. This program served 16 individuals in FY26.

Coordinated Entry System Programs

Bridges' Coordinated Entry System programs connect people in a housing crisis to appropriate support in an equitable and efficient manner. 

Our Rapid Rehousing Program is a Housing Focused approach. Case managers aim to help clients find housing in 45 days or less, provide short-term housing subsidies and intensive case management, and help clients access services to support their housing stability. This program served 52 individuals in 23 households in FY26.

Our Permanent Supportive Housing Program provides subsidies to chronically homeless Howard County residents, often with disabilities, who have exhausted all other housing services in Howard County and are unable to secure affordable, stable housing. Staff provide case management and assist clients with long-term goals. This program served 80 individuals in 39 households in FY26.

Home Sharing

HoCo Home Share addresses Howard County's affordable housing crisis by connecting homeowners with spare rooms to individuals seeking affordable housing. 

HoCo Home Share officially launched in November 2025, as a two-year pilot initiative funded by the Howard County Government. Participants undergo a detailed process, including questionnaires, background checks, and advisor check-ins, ensuring a safe and compatible match. Our goal is to provide affordable housing solutions while creating opportunities for stability and mutual benefit between homeowners and home seekers.

Move-In Assistance Programs

Bridges' Move-In Assistance Programs support families with short-term financial aid to cover upfront housing costs.

Our Housing Connections Program works with landlords and low to moderate income Howard County residents to support both parties during the tenancy search and initial lease term, providing benefits to both landlords and Howard County residents experiencing additional barriers to housing. This program served 140 individuals, including 55 children, in FY26.

Our Family Home Start Program, launched in 2024, provides housing assistance to families experiencing homelessness who have children in Howard County Public Schools. Participating families receive a security deposit guarantee, first month’s rent, housing search resources, and short-term case management. This program served 300 individuals, including 136 Howard County Public School System students in FY26.

Transitional Housing

Bridges' Transitional Housing Programs provide temporary housing with supportive services to individuals and families.

The Guilford House is a transitional home for men re-entering the Howard County community, operated in partnership with the Howard County Department of Corrections.

Serenity House, which opened in 2024, serves survivors of human trafficking and domestic violence.

Client Support Programs

In addition to programming that can directly connect Howard County residents with affordable housing solutions, Bridges to Housing Stability also offers support programs for its clients, connecting them with additional resources and education as they embark on their journey to self-sufficiency.

Our Circle of Support provides supportive services and resources to tenants. Past workshops have focused on health, homeownership, budgeting, debt, savings, investing, credit building, and employment.

Our Tenant Success Program is a certification program that teaches clients how to be successful, stable renters. Through the program, clients learn the necessary skills to become and remain desirable tenants to landlords and confidently manage housing issues appropriately.
