On July 24th, 2025, President Donald Trump signed an Executive Order (EO) titled “Ending Crime and Disorder on America’s Streets,” which would make it easier for states and localities to criminalize homelessness. This comes one year after the Supreme Court City of Grants Pass, Oregon vs Johnson in June 2024 allowing jurisdictions to arrest, fine and ticket unhoused people for sleeping outside, even when adequate shelter or housing is not available.
